why not just download it yourself on her phone, so half of its done. It might encourage her to set up and account

It's easy man, you have to do tinder for her and you manage it, find someone who is interested in your mother, explain the situation a bit and then you just have to make them interact but on another social network, if your mother doesn't want to use tinder You can't force her, but if she accepts friends on instagram or facebook and likes to talk with them, your fantasy could be fulfilled, I did it once, I could help you
